NVidia Shield Pro 2019 + Express VPN (for streaming) = Neeo Controller disconnect after few mins

Hi everyone,

Just got a home theatre setup a couple weeks ago and I am finding the Neeo controller connection to the Shield very flaky.
For days I have been puzzled by the flakiness of Neeo with Nvidia Shield, but the pattern seems to be that once I connect Express VPN inside the Shield to access some streaming services, it will cause the Neeo controller to lose control of the Shield after awhile and not come back. If I disconnect Express VPN and reboot the Shield, I seem to regain control of the box with C4 Neeo remote. Sometimes it may take a few reboots.
I don't understand why the external VPN connection would affect the internal network IP control over the Shield.
I have tried to setup Static IP for the Shield on my router, but did not make any difference.

Has anyone experienced this and has been able to work around it?
Is there an option to use an IR over USB adapter and use the more stable C4 IR cables?

The instability is super annoying for a controller of this price. I hope there's a way to make this more reliable.

In Express VPN settings, device local network access is already enabled. I can control the device for some time. It stops some time in the middle of a movie.
From other threads I see many people having stability issues with C4 and the Shield. 
I am wondering how others have worked around this.
