Lighting circuit stuck on 55%

Hi all. I have dug out a light circuit that has remained unused since installation years ago. I have just realised that the power tobit remains stuck at 55%... I can swipe power to it up or down on my phone app, but it travels back to 55%. Same happens when I try to adjust using Home Composer.

I have C4-DR-DIM8-M modules, and have isolated the exact circuit line. When I try bumping to zero, the associated LED dims briefly before picking up again to (I guess) a 55% brightness.

Any ideas why this is? I was hoping it would be a silly loose wire or something, but perhaps not.... or anyone know if its likely hardware or software?

Have ur Pro check the programing when the device was added, this can be forced to max out @ 55%, not sure HE can check that!
