IR Emmitters with optical feedback

I'm sure this is a simple question:

What is the difference in the following parts?

1.IR Emmitters with optical feedback

2.IR Emitters

When do you choose one over the other and which ones are standard with the HC controllers?

Optical feedback means the shell over the emitter is clear, and you can see the emitter 'emit' in a red LED, like you do with some remotes when they're sending.

Non-optical feedback, the emitter shell is black plastic, and there is a window on the device side that lets the IR through.
