Can the HDMI port on the ea3 be used to display a navigator on a screen that dose not have a supported driver and then controlled by the neo remote?

HI My understanding of WebView Drivers is that they are websites that are being displayed on a t3 touchscreen. (such as https://drivercentral.io/platforms/control4-drivers/utility/scheduler-control4-driver-chowmain/) If I'm understanding this correctly dose this mean I can send control4 commands over the web? Can I send a command from a custom website? If so dose the device sending these commands have to be on the network as the control4 controller? Can A Raspberry Pi Host This? I am not a dealer and don't really have an understanding of control4 drivers, but I am a software engineer an would love to make my own custom control 4 interface if it is possible to control it over the web Any Information Would Be Really Helpful Thank You
