My understanding is that this is a global option - you can't do it AP by AP.
This may not be the ideal driver to do this but if a customer has many APs in their house you might be able to do in-house geolocation as I can see in the Ubiquiti Controller software when a user hands off from one AP to another.

I have taken the HC-300 apart and two of the larger capacitor that are close to the DC connector have bulges so I guess this could mean capacitor plague. The PS is made by Dongah and has a date of 2008-08-30.
And to answer my own question, yes, you can just wire it up to the 5V line of a PC power supply. I did that and the controller came to life. Next step is to buy a power supply. Mouser doesn't have them but Allied does.

I bought an HC-300 on eBay(I got a refund) that is dead but I may try replacing the power supply as that may be the issue. Can I temporarily just use the 5V line from a PC power supply just to ensure that the PS is the problem?
And it looks like Mouser no longer carries the Phihong PS.

Is this any different than a crontab entry that reboots the machine on a regular basis?

Maybe the IC driver is free but some of the others, like the Hunter Douglas Platinum driver, are not.

The average consumer may not know what a Nest is but they may think it is cool to be able to control their t-stat from their iPhone or to have their lights turn on automatically when they arrive home. If they can buy products that can do that for $200 at Best Buy rather than a lot more from a C4 dealer then you will see more adoption of HA.

You don't necessarily need Zigbee. All you need is a connection to your LAN and a lot of stuff today does this via wifi or wired internet - like many TVs, AVRs, all game consoles, MyQ garage door system, IrrigationCaddy, Hue or Cree lighting, etc.

I don't now that you can say that Apple is going for the low end. Look at products like the Nest thermostat. It works with C4 but if it works in Apple's unified app then that is likely good enough for most people. Add in some simple programming, though something like an IFTTT recipe and you are good to go. Now dealer, no $1000 controller no 4Sight sub to get an email that your house is too cold.

A threat to C4. I currently own the following web-connected devices that are not integrated into C4: Hue lighting, IrrigationCaddy, Hunter Douglas Platinum Blinds/Bridge and 3 Harmony SmartRemotes. The price of drivers is often very high compared to the benefit, especially when the existing, albeit standalone, apps for these devices are pretty good. If Apple can do the integration and you can control it with Siri then I will start using C4 less and less for any new automation. Pair an Apple TV with a Harmony SmartRemote Hub and you get pretty much the AV control that C4 offers you and a UI for controlling it on the ATV and your phone/tablet and a world of content available via ATV.
You can already do some pretty cool stuff with IFTTT like controlling your Hue lights when you come home. Hue light bulbs may seem expensive but compare them to the price of C4 dimmers all over your house and you get the benefit of low energy usage from LEDs.
And as someone with more of a DIY interest I would hope that Apple makes it easy to integrate stuff form open projects, like stuff from a RPi or Arduino.
If I knew about the OpenSprinkler Pi before I bought my IrrigationCaddy then I would have bought it instead.

So, I think I've figured out how to use a relay to tell the Control4 system whether or not the power is out in my house (my UPS units don't communicate to anything other than the NAS).
If you did have a UPS connected to a PC you may be able to use the "UPS on battery" event to kick off a Task with the Windows task scheduler. If you are like me you have a myriad of UPSs all around the house and you can connect one of them to a PC that is generally turned on.

I just upgraded from an older version of the Unifi Controller to 5.4.9 and you can now do this on a AP by AP basis. My old version was something like 3.2.7 and there it was only a global setting. There is also a docker container for the Controller which works well on my unRAID server.
