So am I right in thinking that a driver also has the touch screen button layout, or does the deler design a screen layout?

Neither.

Control4's UI is a 'canned UI', where there are certain screens for certain proxies.

Control4 has proxies for AV types (DVD, Media Player, Tuner, etc.), and for non-AV types (Thermostat, Light/Switch, Security panel, etc.).

Protocol drivers have one or more proxies, through which the on-screen and touchpanel interface is created.

Apps can provide UI for devices with no native UI (such as for Yale door locks, etc.).
