2.1 "project is locked"

I started getting the "project is locked" error in Composer lately when I try to add/remove devices or mess with connections. This didn't happen immediately after upgrading...more like a few weeks after. It just started happening one day, and so far I haven't solved it. Interestingly, I can still program things, add scenes, etc, so it's not a total lockout.

Here's things I've done:

-Deleted Control4 directory under AppData/Roaming (no change)

-Uninstall/re-installed Composer (no change)

-Factory reset my HC-1000v3 (this didn't clear the project, interestingly, documentation sucks around this). Held down Indentify for 30 sec. Try 2: Turned off then turned on while holding down Identify until all LEDs light, release. Didn't clear the project either.

-Deleted project in Composer, loaded from backup (allows me to make add/remove a single driver before giving me "project is locked"

-Loaded my project into Virtual Director, made my changes, backed up, loaded into my HC-1000 (works). Thought my project might be corrupt so this would give me a clean copy. Only let's me add/remove a single driver before giving me "project is locked" once my project is loaded on the HC-1000.

-Thought my media database might be corrupted and causing problems so didn't restore it (no change)

-Double-checked time/date/timezone on PC and HC-1000 (all fine)

-Deleted server.pem on controller to help clean activation, restarted sysman, director, reboot, etc. (reactivated, but no change)

-Deleted DirectorState.* from controller, restart, etc. (no change)

-Tried a different PC (no change)

System is running great other than this.

Any ideas?

That's not a factory reset. There's no "factory reset" button on the HC1000.
