^Why? 4 USA-based entities couldn't come up with a solid answer to OPs post. One "international" contributor comes through because he has direct exposure to non-USA goods. Until this forum breaks into regional groups, you Ryan can continue to respond with jokes about elephants??

I give up here.

Please remember that I'm in South Africa

Sorry somehow missed that....

Also, with "flashing the light" please clarify if it's the light the dimmer is controlling or the LED on the dimmer.

It's the light the dimmer is controlling that flashes. If I press and hold the top button, it will flash for one or two seconds then go off for 5/6 sec. Very strange.

Any chance you changed bulbs? Not all Halogen/CFL/LED bulbs play nice with dimmer that do not have a hard turn off (including "dimmable" marked ones).

If there is a light other than incandescent in there, see if - even if just for testing - you can put one of those in. If it flashes then, either the dimmer is shot, or a groundleak is occuring.
