Epic Alexa Driver volume question

I have the epic driver for alexa and from Ari's videos I understand the set command.  However, the volume I'm trying to control is IR emitted to an old plasma tv and I cant get the set command to work.  Any other way to do this?  Can I use the down command and under action choose emit IR code?

If you are using ir the tv likely doesn't have discrete volume. So only up and down will work.

Is that considered pulse down or up in the actions side. Seems like I tried that but it didn't work

That is my issue confirmed by my dealer. Using older Pioneer Elite (2012)

Up and down for channels works but would love to control volume so the complaining could be directed elsewhere.
