Keypad dimmer not turnning off

Question

I had a keypad dimmer working fine. We did a major remodel and the KD was uninstalled and re-installed. The new fixture is a candelabra with three bulbs. I bought LED's that are "dimmable with ELV dimmers". The keypad functions are working but the light will not turn off. Not sure if it is the LED's, the KD is broken, or there is a wiring problem.

Advice?

I know there is a neutral in the box, and I do think the electrician wired it with the neutral (I specifically asked him to and the neutral was there). 

Can the relay in the keypad be damaged and stuck on?

I'm going to buy and try some incandescent bulbs to see if it is the LED bulbs.

Any other thoughts?

Make sure the total wattage of the 3 bulbs is enough to meet the minimum load requirement.

1W with neutral. 7W without neutral. Without a neutral, LEDs are not supported.

Dimmers don't have an internal "relay". They do have a couple MOSFETs. I've seen a bad dimmer where one of those die, and it looks like the dimmer never turns off.
