After each power outage, lights come back on dim

Forced 1% slowdown. There's several explanations/myths around the ORIGIN of it (most commonly the move from black and white to colour TV) as well as what it actually influences (some pretty funny ones out there).

The simple version of the reason is that at a 1/10th percent slowdown you prevent resonating/interfering frequencies.

If you electrician/installer states it is; he's wrong.

Generator at a proper frequency of 59.94 means no issues with the lights.

my electrician said it hovers between 59.7-60.02hz and would look to see if there is a parameter to make it fixed.  he said the frequency naturally dips as it becomes loaded to varying degrees of demand and its always trying to maintain 60hz.  He said if it goes too far under or over it will shut down to prevent damage.

Do you have documentation on how to set a Generac to 59.94?  He is going to ask around but this is the first he is hearing about it...
