Mine has a delay of 15 seconds. The limiting factor was the number of battery backup outlets. The Cyber Power is 300w rated. Have router and AP and switch. Tripp Lite is 1500W and handles HC800, service provider fibre optic modem and TV box and other small draw equipment.

Wanted to update in case someone else has the problem.   Muj had mentioned IP control which had me lost, but , finally got it right. There is a function on Samsung TV's called Expert and you can use it in every area. I went into networking, hit expert and it showed that IP was enabled. Apparently that conflicts with the IR.  I hit 'disable 'and it was game on.

does not require a dealer but to make it easier you may want one to take a look if you are not fully aware of the networking going on.

Most likely you need to review things. Did you setup the first router ?
you may have some static ip devices that could conflict with the new router. Especially if you have av and smart home devices that you didn’t set up. There may be reserved IP addresses in the router that you will need to replace. 
 
i would suggest having a dealer review your control4 system to scope out some ip addresses. 
 
I highly suggest getting into your router now and logging all important addresses  and note the dhcp range. , and firewall rules. Etc...
