It's nearly an impossible thing to implement, not to mention get approved by the FCC for sale in the US. Closest thing to 'configurable RF' would be SDR (software defined radio), and that's not intended for RF control, but for HAM-style RF. I don't believe it will, as the Xfinity X1 remotes are RF4CE, according to their FCC registration page: http://fccid.net/number.php?fcc=MG3-4167&id=362783 RF4CE is a 2.4GHz protocol, related to ZigBee. For the Rf433/315mhz, it works with devices which follows the protocol of 1527/2262.
