On the PC using Composer.  Open Network & Internet settings.  Then click on "Change connection properties".  It will show you what setting your network is on that PC.  Set to private.
If it is private already, then I'm stumped.

I am using windows 10 and I don’t see that setting anywhere
Maybe I am over thinking it

is your computer attached to a domain? 
that message seems to look like a group policy error... 
Maybe ask your sysadmin?

got a solution for you :)

go to the dealer knowledgebase look up article 2760

should solve your issue, its a group policy thing with windows 10 professional and windows 10 enterprise

Could this impact us HE users? I have had similar (not identical) problems losing custom wallpapers.
