    Per my understanding, the Kodi Full driver is updated to support IRUSB (@alanchow would know for sure).  
    When you get the IRUSB you will need to download the IRUSB app from the play store.

    I believe the somfy/Bali branded blinds from Lowe’s, Home Depot or jc  penny’s will work with the proper somfy hub and or driver. I did some research awhile ago and will try to find some old info.

    Kodi on a high end HTPC will run better.  For an off the shelf solution though the Nvidia shield will work better.  Plus it will provide additional benefits like netflix, hulu, youtube, google cast, etc.
    You will need a dealer to install the latest copy of the driver but they will be able to do this remotely.

    Downlights are low voltage lighting.  It requires a transformer to convert from mains voltage to low voltage.
    There are different types of transformers.  Magnetic (iron core), Forward Phase ELV and Leading Edge ELV and Trailing Edge ELV.
    Now that i think about it Control4 have the Adaptive Phase Dimmer which will solve the problem.  I forgot about this product

    If you are going for cheap then the cheapest lighting integration would be Yeelight.
    Two way driver.  No need for electrician to install.  Just replace the globes.  No hub required either as it works direct via wifi.
    You can buy a RGBW LED light bulb for about $25usd, a white LED light bulb for $15usd and a 2 meter RGB strip for $25

    Control 4 makes switches and dimmers - not smart bulbs

    Why not get a control4 keypad dimmer? It will control a lighting load, volume and whatever else you want to program in.

    The C4 lighting stuff is good but it can be expensive as you are looking at over $100 for each dimmer or switch.  Hue stuff can be way cheaper (depending on bulbs per dimmer and other things) than that but isn't as flexible or controllable in C4.  And there can be other issues - like someone might shut off the switch feeding the C4 bulbs.  Hue lights are about $12/bulb for white.  But they come in a limited number of form factors.
