Many people live their lives sticking to what they've been told, which I assume is the case here. The idea being that a good amount of systems might be expected to run ON a computer ie Composer HE is your actual system software. To be clear - it isn't, Composer HE needs only a small install size and certainly doesn't require a dedicated computer. It's just a program/software to interface with your system (app if you prefer for the young'uns) with a very low requirement threshold.
