Can you not just take the rtsp stream and take that into the NVR and record from there. Surely that would enable history and scrubbing?

Sure can.  You’d just have to use the software/apps for the NVR to see said history.

C4 knows nothing about it.

Here are the settings you can choose from.

I have the motion video setup as described, but I don't appear to have an option for that video clip when I setup the push notification agent.  Just the snapshot.  What am I doing wrong?

I don't have video option for push notifications either.  Control4 doesn't support video on a push notification...only image.  It only pushes the video to the history for me.

Has this changed at all? Is it still just the chime and vdb? What about the pakedge cameras, can they be configured for motion media so a video clip will show up in event history?

There's a device coming from Luma for x10 and x20 cameras, whether that gets expanded for other ONVIF cameras is unknown, but hopefully.
It will do the AI and create clips in history for review.

You may try creating a dedicated email account, and send stills/clips there for a reviewable history, granted it's not inside the app, but my clients find it helpful to quickly see a day.
