I just wanted to point out to everyone that @alanchow has made an addition to this driver to allow you to send info to Control4 by hitting a web URL.  This is revolutionary as it allows you to send information to Control4 from other systems or other APIs.  In the past this was not easy to do other than using @RyanE's WebEvents driver.  There are endless applications for this.  Thanks Alan!

I have several instances where I take the audio from the TV and feed this into a matrix amp.  In some ways I prefer it this way as it leads to fewer sync issue, BluRay player or even a Cable box. This also simplifies the wiring as the only audio connection is from TV Out to Matrix input.  You may have to use a dummy audio switch to do this.
Needless to say I don't have centralized video distribution, my audio is somewhat centralized, but I have 4 channel amps in my pool cabana and office.  I am also going to deploy a 4 channel amp in the Master Bedroom suite so that I can have additional zones in the bathroom and walk in closet.

I use digital coax from my computer to my matrix amp.  I think my PC has the coax out so I don't need a spdif to coax converter for my C4-8AMP1-B amp.  I don't think there is any driver of the sort that you are suggesting although it doesn't seem much different than Spotify Connect or AirPlay.
You might be able to do this with AirPlay - check out this article: https://drfone.wondershare.com/mirror-emulator/airplay-for-windowns.html.
Then you would just need ShairPlay on your C4 system.
Using the input for the controller may cause a bit of a delay which might be an issue depending on what you are doing.

ShairBridge isn't necessarily Wifi - it is over your LAN.  My PC doesn't have wifi but wired ethernet.  Same with my C4 controllers.  So when I use ShairBridge from my PC to C4 it is using wired ethernet.
Obvi, that is not the case when using my phone as the audio source rather than the PC.

For more less expensive TVs I like the Roku TVs that are now sold under a number of brands includiong TCL and Sharp.  There is a driver that works very well and Roku has apps/channels for pretty much all services that can be controlled via C4 mini-apps.

The SR250/260 have all the buttons but they don't have soft buttons or a colour screen.  My 11 year old daughter doesn't like them as she says "those like like they are from the 1980s" - she prefers the Harmony remotes of a Harmony Ultimate or even an older Harmony One.
The Neeo looks very cool but, IMHO, it is crippled by lack of buttons.  My TV watching is mainly sports and I use hard buttons to skip 10 seconds, and to skip 120 (or 150 ) seconds.  I don't want to have to look down to the remote to do that.  I HATE this trend of very few buttons on remotes, whether it is a very expensive remote like Neeo, or a dirt cheap remote like for FireTV or Roku.  I quite like the 250 or 260.

Is this all that different from Control4 Homebridge which allows you to control Control4 devices from within Apple's Homekit app and use Siri to do so?
@DylanJ - That may be one way of accomplishing what you want.  Homebridge acts as a bridge (duh!) between Homekit and C4.    But I believe it also gives you a URL that you can hit for each device - for example http://c4controller:8070/38 is the lights in my office.  I think you may be able to control them with that as well.  @Joshua Pressnell is the expert on Homebridge.
edit - Here is the github site for the Homebridge project.  I believe Joshua adapted this to work with C4. https://github.com/homebridge/homebridge

I don't mean a dealer CPU swap, I mean that C4 would change to a newer faster CPU after a couple of years.  Kind of like a Dell computer will keep almost all components the same for many years for their corporate model, but they will move to a newer CPU.  Everything else could stay the same except you get a more capable CPU.  So you would have a EA-3v2 that is a 2.4GHz CPU that is 50% faster than the original EA-3.

There are a bunch more things that you can do if you want - like AV control, even without distributed video.  Controlling other devices around the house like blinds, fireplaces, etc.  Security system, motion sensors to control lighting,
In terms of programmin, lots of us do a lot of the programming ourselves with Composer HE.  But most of us on this forum are geeks, at least I am, and have experience in programming of various types.

I don't actually have a wireless relay/contact module and they cost much more than the Bond bridge.  And the log set is not very close to any controllers, unless I were to drill a hole through the wall or floor.  I have a few surplus Global Cache units but the ones that I have are wired.  The remote actually controls flame size by holding down the on button but you may be able to simulate that with a relay as well.
It also looks like the Bond Bridge has a well documented API so rather than buying the driver I could just use Alan's TCP driver and hit a URL - or do this through an intermediate step on a Raspberry Pi which I do for a couple of other things today. http://docs-local.appbond.com/#section/Introduction
Since it is a local API, rather than cloud based, security shouldn't be an issue. There is a security token but the docs don't mention anything about the token expiring so presumably you could hard code it into the command.
Here is a command using Curl to set the speed of a fan with the Bond API.  You should be able to emulate this command with the Generic TCP driver sending an HTTP PUT command.  I presume that fireplace commands should be very similar.
    curl -H "BOND-Token: f074b61f628018fd" -i http://192.100.0.61/v2/devices/79135791/actions/SetSpeed -X PUT -d "{\"argument\": 3}"

Is there any reason why you need to stick with Apple TV?  I am an iOS house with lots of iPhones and iPads but I like Roku devices for TVs as they tend to be the best with having the most apps and the Roku integrates very well into Control4.  And depending on whether you need HD or 4K version you can get one for $25-$50.  And you don't need IR as Roku has an excellent IP based API.

I have an HC-800 as my primary controller, an EA-3 and I recently bought a bunch of used HC-800s to replace HC-250s so that I could go to OS3.  The HC-800 is still rock solid.

The problem with the Neeo IMHO is the lack of hard buttons.  I definitely want hard buttons for transport, especially for Play, Pause, FF, SkipFwd, Rew, Skipback, etc.  Add the bank of transport buttons from the 250/260 and I think it would be a much better product.  I could live with soft buttons for numbers.
But price is an issue as well as the Neeo is more expensive than many SmartPhones.

There is a V200 of the Epic Systems driver that works with OS3 but I believe you need this Gen 1 Echo for it to work.  In case you haven't seen it look through this thread.

I believe that the Empire Tech may be rebranded Dahua cameras.  Here is a review from 2018 on that camera  https://ipcamtalk.com/threads/review-dahua-ipc-hdbw4231f-e2-m-dual-starlight-cam.28860/
It wouldn't surprise me if they are being sold under the Empire Tech brand due to the negative publicity that Dahua has received in recent years.  Both Dahua and Hikvision have been blacklisted by the US.
These cameras have been known to have back doors:
And they have been implicated of human rights abuses regarding surveillance of Uighurs in China.

Or for more detailed stuff it might be useful if your dealer could get VPN access to your LAN.  Depends on what you are trying to do I believe.
In terms of music services - I use Spotify primarily.  I added a Spotify Connect instance for each room (for example Spotify Kitchen) that has audio and then I can have it automatically start up my speakers.  So on my phone (or PC) I will start some music in the Spotify app, click on Devices and choose (for example) Spotify Kitchen.  That will start the music playing in the Kitchen with C4 selecting Spotify Kitchen as the active audio source as long as I have used Composer HE to set up Kitchen as the "Auto Room".  You don't need a dealer to add these music services to each room or set any of this up.  You could also set up Amazon Music and have it appear on your C4 phone app or OSD. Same thing for several other supported music services.  And using the C4 app you can add other audio zones to the playback so if you move from one room to another you can have the music play in that room as well.

zaphod got a reaction from storm7 in control 4 maintenance costs
The cost of maintaining C4 depends on what you have it doing and how up to date you want it to be  If you are using C4 for AV and you just moved into a house then it may take a few hours of a dealer's time to set up all of your TVs, Cable boxes, AVRs, etc.  Light switches/dimmers take pretty much zero maintenance and don't get obsolete.
If you want to stay up to date and want to add new functionality from time-to-time, like adding voice functionality with Alexa, new music services, etc, then you are going to have to stay fairly current and update your OS every year or so.  That will also cost a bit of your dealers time.  Assuming that you want to stay up to date then certain devices, like controllers, touchpads, doorstations, remote controls, etc, may need to be completely replaced every decade or so as they become obsolete.  That will certainly cost several thousand.
C4 gives you very good, integrated home automation.  But it does take a bit of cash to keep the system current for both services and hardware.

I believe I have solved the issue.  In the event anyone else runs into this, I leverage a pihole on my home network (DNS sinkhole) and after digging into this issue further I noticed that requests for sdk.split.io were being blocked.  Once I whitelisted this site I was able to get the Voice Scenes page to load without issue.  Thanks to all who made suggestions on potential fixes.

Thanks for posting this.  I just had the same issue and my dealer and I were chasing our tails trying to solve this problem.  I changed my DNS away from PiHole and it finally solved the problem.  Your suggest on what address to whitelist allowed me to turn it back on.
By the way, I would highly recommend PiHole to anyone and everyone.  I run it in a Docker on my unRAID server.  https://pi-hole.net/
We might have to be aware that if C4 changes the site that they hit from sdk.split.io it might cause us to have to change the whitelist entry.

A cheaper, but obsolete, options is an older Control4 matrix amps.  You can sometimes get those for around $500 on eBay.  You would be looking for a C4-16AMP3-B.
There are a few downsides to those, including they don't have digital inputs for some reason.  If you could get away with 4 zones there is a similar vintage model with 4 zones that does have digital inputs.
